Text Box:     As you are aware, the Military Surface Deployment and Distribution Command’s Alexandria, Virginia headquarters is relocating to Scott Air Force Base, Illinois. This relocation process will be ongoing throughout the coming year.  The headquarters element of the U.S. Army’s Military Surface Deployment and Distribution Command was officially welcomed to Scott Air Force Base and started its permanent residency with an arrival and presentation of colors ceremony at the base parade field followed by a ribbon-cutting ceremony at their new headquarters building.
    SDDC’s move to Scott is occurring in two phases. Phase I consists of incrementally moving the SDDC Headquarters from Alexandria, and the Transportation Engineering Agency, Newport News, along with some functional areas of SDDC Headquarters located at Fort Eustis, through the end of 2007. Phase II will entail moving the remainder of the Fort Eustis element incrementally until the end of 2010. By then, SDDC expects to have about 1,100 military, federal civilian and contractor positions in place on the base.

Families First Questions

When Carlyle held a two day Families First seminar this past February, we closed the meeting with many unanswered questions.  In April, an email of the questions and answers was provided to each agency that attended.  At that time we still had a few questions in which we could not answer.  Here are a few that remained unanswered, along with our current responses.

 

What if the DOD customer is unavailable or can not be contacted to obtain a pre-move survey?

 

Handle it in the same manner as you would today.  If you are unable to reach the member, contact your local outbound group to make them aware of the situation.  Document this and go onto the Carlyle website and enter the note into the pre-move screen that attempts have been made to contact the customer.  Enter the estimated weight that was given on the 1299 and submit it to us.  If you are able to perform the survey at a later time, please call us to update the weight (we are modifying the pre-move screen in September to allow you to log on to the web screen and update the weight previously provided.)

 

Will the origin agent still rate paperwork that needs to be sent to the base?

 

We feel that all paperwork will be handled in the Families First Program just as it is today.

 

What origin paperwork will need to be sent to the base in Families First?

 

There is no firm answer at this time.  However, it will most likely be done the same as it is today.

 

What will agents do with the paperwork that is required to be filled out?

(i.e.: New Loss or Damage forms, inventories, High-Value Inventories, Government Shipping Control Document, etc.)

 

SDDC has yet to define the handling of the new Loss or Damage forms.  There will be two different forms used in Families First shipments.  The DOD Families First “Notification of Loss or Damage AT Delivery” will be given to the member to fill out and sign on the day of delivery.  This signed form will be delivered back to Carlyle along with all destination paperwork.  A second form, “Notification of Loss or Damage AFTER Delivery” will also be given to the member at delivery for them to fill out at a later date.  We do not know where the members are to deliver these forms.

 

What is the agent’s liability with FRV?

 

We will be sending each booking agent an addendum to their current compensation schedule.  It will raise the claim liability from the current $.60 per pound per article to $1.25.
